Kusakabe Shinra, the protagonist of the manga, joins one of these units.  He wants to be a hero and save people from the firemen. He also has to get rid of the Demon’s nickname.   His mother and younger brother were burned to death by a fireman and for some unknown reason people blamed Kusakabe for their deaths. He wants to be respected, not feared. He becomes a member of the Eighth Fire Brigade, consisting of new recruits..  A third generation representative can ignite at will and use the power of fire to defend himself.

Two members of the second generation can control fire but cannot ignite themselves. And Kusakabe Shinra is an ordinary firefighter with no powers.
